On my first visit to Europe in the early 1990's, I discovered that the general conditions in several countries could be related to a standard fixture in public restrooms. In Paris, the toilet was complete. In Germany, the seat was missing. And in Romania, the entire fixture was missing and there was just a hole in the floor. Public restrooms in Prague had complete fixtures, but were strictly "pay as you go" (no pun intended) and you were furnished with a very few sheets of tissue.

Bill,
In Turkey there are old women who stand outside the public bathrooms and sell you pieces of toilet paper (think newspaper)...the palces are damp and smelly and rarely have seats (you wouldn't want one anyway)...in Spain, I got the shock of my life; public toilets at rest stops were so clean and immaculate that you could eat off of the floor...ditto for Tunisia (except in café-bars for men only...We won't discuss those on a public forum but suffice to say that they do not Ever wash the floor)...and in Belgium where I just spent a few days things were immaculate...clean, soft and cushy paper, fluffy paper towel and shiny floors...the handicapped facilities are space-aged and perfect....
I love travelling!
