Anal stricture caused by scar tissue

My gastroenterologist at USC indicated that a stricture impeding the emptying of my j-pouch is caused by scar tissue, and that she knows of no procedure to remove the scar tissue without also effecting the sphincter leading to incontinence. Does anyone know of any doctor anywhere that has perfected a method ( laser or otherwise) that would accomplish the removal of just the scar tissue? If so, please let me know as the stricture has caused continual pain and spasms due to the pressure resulting from insignificant elimination. Thank you, Barry
